When do you use NR 21 versus NR 22?
NR 21 covers Wisconsin–Minnesota boundary water. NR 22 covers Wisconsin–Iowa boundary water. The switch that surprises people is mid-Pool 9 near New Albin — not at Genoa, and not at Guttenberg.

Free weekends still exist under the Wisconsin boundary-water waiver — the finder and the regulations page both point at the waiver language.

Does a Wisconsin license cover the Minnesota bank?
Reciprocity covers boundary waters for a valid adjoining-state license, but residents must hold their own state’s resident license in their own state’s water. Bag limits follow the state whose water you are standing in. Run the license finder for the trip you actually booked.
Which Wisconsin chapter covers Genoa?
Pool 8 at Genoa is Wisconsin–Minnesota boundary water under NR 21. Drop below Lock and Dam 8 into Pool 9 and you eventually hit NR 22 Iowa-boundary water south of the Iowa–Minnesota line.
